Crowdfunding Border Security 22 Jan

Crowdfunding Border Security

President Trump, now that the government has reopened the negotiations over DACA continue.  One of the key points the Democrats claim is stopping them from voting for a spending bill is if it funds border wall construction.

American citizens are tired of border security being used a negotiation tool and a bargaining chip.   President Trump, we’ve followed the DHS’ rules and we created this service so we can fund the wall for ourselves and take this leverage away from the Democrats.  Americans will fund the wall with our own money!

A vehicle already exists for this to happen, but the the DHS is moving very slowly at approving our offer.  There is no prescribed time frame for DHS to respond, it’s up to their Office of General Counsel to respond to our inquiry.  This document informs us of the process we must follow:

DHS Directive 112-02:  Gifts to the Department of Homeland Security.

It’s short and straight to the point.  In summary:

D. …Gifts offered subject to conditions may be accepted if, in the judgment of the concerned acceptance authority, the conditions do not unduly restrict or interfere with the work of DHS and do not attach conditions inconsistent with applicable laws or regulations. Such conditions must be reviewed by the Office of the General Counsel prior to acceptance.
E. DHS may accept gifts to carry out program functions regardless of whether or not appropriated funds are available for that purpose, provided such expenditures are not barred by law or regulation.
F. Authorized agency officials may, at their discretion, decline a gift. The gift may be declined orally or in writing. The donor may be advised of the reason the gift is being declined. A gift may be declined solely as a matter of DHS discretion, even though acceptance would not be precluded under this policy.

Therefore, it’s specifically legal and proper to for us to deliver gifts to the DHS that “aid or facilitate DHS’s work”, and our condition that the funds be used for construction of a border barrier are acceptable because “the conditions do not unduly restrict or interfere with the work of DHS and do not attach conditions inconsistent with applicable laws or regulations”.  The only possibility is that a DHS official could refuse the funds under section F.

President Trump, with a directive you can allow DHS to receive our funds and remove the Democrat’s leverage in these negotiations and in the years beyond.  Will you please do it?

Sincerely,

American Border Foundation
